In a medium saucepan add the cheese and half and half. Cook over medium heat stirring continuously for about 8-10 minutes or until cheese is completely melted.
Once the cheese is melted add in the green chilis and garlic powder, stir to combine.
Once it is combined, remove from heat and pour into a serving bowl.
Serve immediately with tortilla chips.
